For the first time in Andalusia, the Regional Ministry of Finance and European Funding has put out to tender a centralised contract to carry out energy assessments in 1,300 public buildings belonging to the Andalusian Regional Government’s Energy Network (REDEJA), managed by the Andalusian Energy Agency (Agencia Andaluza de la Energía). The objective is to identify actions that improve the energy efficiency of public buildings, increase their degree of self-consumption and increase the comfort of users and workers.

In the form of a Framework Agreement for the Homologation of Services, this contract will, in addition to optimising costs and speeding up the procedures for contracting these reports as it will be done globally for all the departments, establish uniform and homogeneous criteria for the preparation of these energy studies, providing information on the state of the buildings, which is essential for prioritising future energy refurbishment projects in the Administration of the Andalusian Regional Government and its instrumental entities. This will facilitate the identification of public actions that could be financed through the funds of the Recovery, Transformation and Resilience Plan approved by the European Commission.

The contract is divided into six lots, depending on the type of building and the geographical location of the properties, with a duration of two years (plus a possible annual extension for a maximum of two more years). It is put out to tender for an estimated value of 6.58 million euros for the entire period of validity, including possible extensions, and its award value will be determined on the basis of the bids submitted.

The consultancy and service companies participating in this tender, whose deadline for submission of bids is 20 July 2021, must comply with the scope and minimum criteria defined in Royal Decree 56/2016, of 12 February, transposing Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency, with regard to energy audits, accreditation of service providers and energy auditors and promotion of the efficiency of energy supply, in addition to what is indicated in the technical specifications.
