El Ministerio para la Transición Ecológica y el Reto Demográfico (MITECO) ha abierto dos convocatorias de ayudas para proyectos piloto de comunidades energéticas (programa CE IMPLEMENTA). Dotadas con 40 millones de euros, el objetivo es impulsar la innovación social y la participación ciudadana en renovables, eficiencia energética o movilidad eléctrica. Se trata de las primeras convocatorias del Proyecto Estratégico para la Recuperación y Transformación Económica de Energías Renovables, Hidrógeno Renovable y Almacenamiento (PERTE ERHA) y se espera que permitan la materialización de unos 40 proyectos de energías renovables, movilidad eléctrica y gestión de la demanda.

El plazo de presentación de solicitudes se inicia el 1 de febrero y permanecerá abierto hasta el 1 de marzo. El Instituto para la Diversificación y Ahorro de la Energía (IDAE) será el encargado de gestionar estas ayudas, que se otorgarán en régimen de concurrencia competitiva y cubrirán hasta el 60 % de los costes subvencionables del proyecto.

Proyectos subvencionables
Podrán beneficiarse de las ayudas aquellas entidades jurídicas, públicas o privadas, que fomenten la participación en el sector energético de actores que tradicionalmente no han participado en el mismo, mediante proyectos en cinco áreas de actuación:

  • Energías renovables eléctricas
  • Energías renovables térmicas
  • Eficiencia energética
  • Movilidad sostenible
  • Gestión de la demanda

Las ayudas se otorgarán a través de una subvención a fondo perdido, que será percibida por el beneficiario, con carácter definitivo, una vez se verifique la ejecución del proyecto y se certifique la inversión. Al objeto de facilitar la financiación de los proyectos, se podrá anticipar el 80% de la ayuda concedida.

The Ministry for Ecological Transition and the Demographic Challenge (MITECO) has opened two calls for grants for pilot projects for energy communities (CE IMPLEMENTA programme). With a budget of 40 million euros, the aim is to promote social innovation and citizen participation in renewable energies, energy efficiency and electric mobility. These are the first calls of the Strategic Project for the Recovery and Economic Transformation of Renewable Energies, Renewable Hydrogen and Storage (PERTE ERHA) and are expected to enable the materialisation of around 40 renewable energy, electric mobility and demand management projects.

The deadline for submitting applications begins on 1 February and will remain open until 1 March. The Institute for Energy Diversification and Saving (IDAE) will be responsible for managing these grants, which will be awarded on a competitive basis and will cover up to 60% of the eligible costs of the project.

Eligible projects
Those legal entities, public or private, that promote the participation in the energy sector of actors that have not traditionally participated in it, by means of projects in five areas of action, will be eligible for aid:

  • Electric renewable energies
  • Thermal renewable energies
  • Energy efficiency
  • Sustainable mobility
  • Demand management

The aid will be granted in the form of a non-refundable subsidy, which will be definitively received by the beneficiary once the execution of the project has been verified and the investment has been certified. In order to facilitate the financing of the projects, 80% of the aid granted may be advanced.
